Minutes of a meeting of the PLANNING COMMITTEE, Arlesey Town Council held in the Village Hall, Arlesey on Tuesday 6 May 2008 following the Town Council’s Annual meeting at 7pm

166 ELECTION OF CHAIRMAN

Nominated:    Cllr V Williams                        Proposed:  Cllr   H Harper                                                                                                            Seconded: Cllr Ms C Marshall  

It was RESOLVED that Cllr V Williams be elected Chairman of the Planning Committee for the subsequent year.

167 ELECTION OF VICE-CHAIRMAN

Nominated:    Cllr N Daniels                     Proposed: Cllr J Caffrey                                                                                                    Seconded: Cllr H Harper

It was RESOLVED that Cllr N Daniels be elected Vice-Chairman of the Planning Committee for the subsequent year.

No declarations of Personal Interest or Prejudicial Interests were received.

171 MINUTES OF THE PREVIOUS MEETING

RESOLVED 

that the Minutes of the meeting of the Committee held on 15 April 2008 be confirmed and signed by the Chairman as a true record

172 MATTERS ARISING

There were no matters arising from the previous meeting

173 PLANNING APPLICATIONS

(a) 08/00553/FULL  - Full: First floor side extension – 3A Everest Close, Arlesey SG15 6TR

Recommended: to approve this proposal, no objections from the Town Council

(b) 08/00602/FULL – Full:  Two storey front extension, first floor front and rear extensions – Saumerez, 1 Church End, Arlesey SG15 6UY

Recommended: to approve this proposal subject to neighbours comments being taken into consideration, otherwise no objections from the Town Council

174 DECISIONS

07/00412/FULL Full: Installation of telecommunications equipment comprising 1 no. 5 meter high replica flagpole antenna to bell tower, 1 no. electrical meter cabinet at ground level and ancillary development – Church of St Peter, Church Lane, Arlesey

The appeal made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant planning permission - The decision by the Inspector – APPEAL DISMISSED

AGREED to note the above appeal decision

175 MID BEDS DISTRICT COUNCIL – Planning Training

Correspondence received from Andrew Davie, Development Control Manager was in response to the Town Council’s request for planning training for Members.  He was only able to offer a question and answer session on general planning issues.

RESOLVED

to arrange for the question and answer session on a Tuesday evening when there are no normal committee meetings

176 MID BEDS DISTRICT COUNCIL – Planning Obligations - Supplementary Planning Document (SPD)  

           The letter from Peter Moss, Consultant of the Planning Obligations Strategy, who had written to inform the Town Council that following the consideration of all the representations made on the consultation draft of the Planning Obligations Strategy, the Council’s Executive formally adopted a revised SPD on 20 February 2008.  The SPD came into operation on 1 May 2008 and was now available to view on the MBDC website. 

AGREED to note the letter had been received

177 MID BEDS DISTRICT COUNCIL – Eco-towns – Living in a greener future

           The Chairman said the Clerk had obtained a copy of this consultation paper issued by the Communities and Local Government which sets out how the Government is taking forward the eco-towns programme.

AGREED to note a copy of the consultation paper was available for viewing in the office

178 PLANNING PORTAL CONSULTATION

The consultation by the Planning Portal operated by Communities and Local Government, concerns potential issues for town and parish councils with the move for planning applications being submitted on line.   

            Cllr H Harper elaborated on the consultation questionnaire and said that in future the Government were looking to phase out hard copies of planning applications and they would all be sent on line, which would also mean all councillors would have to have a computer.  He went through some of the questions and Members agreed for these to be answered. 

AGREED for Cllr H Harper to complete the questionnaire on behalf of the Town Council    

179 BEDFORDSHIRE COUNTY COUNCIL – Bedfordshire and Luton Minerals and Waste Development Framework

            Prior to the meeting Members received a copy of a letter from Andrew Marsh Minerals and Waste Officer, informing the Town Council of the joint consultation on all the newly proposed sites for the Minerals and Waste Development Documents.   

The letter explained the Framework was being prepared in two phases the Minerals Development Plan Documents, the second being the Waste Development Documents. 

Currently at the Preferred Options Stage and in the preparation of the Minerals Development Plan Documents, during the consultation of the Preferred Options Documents a new site was proposed for mineral extraction.

The Waste Development Plan Documents will consist of the Core Strategy and Site Allocations Document and since the first stage of these documents, known as Issues and Options, a further 8 wastes sites had been put forward.    The letter highlighted the sites they felt may be of relevance to Arlesey.  The consultation period is from Monday 28 April to Monday 2 June 2008  

RESOLVED

that none of the newly proposed sites on the Minerals and Waste Development Documents were close enough for commenting on 

 180 MID BEDS DISTRICT COUNCIL – Local Government Act 1985 – Street naming and numbering 

           07/01635/FULL – Full: Erection of single storey dwelling with integral garage and living accommodation in roof space – Land adjacent to 73 Hitchin Road, Arlesey

A letter from the MBDC Building Control Officer refers to the above approved planning permission and that the address of the dwelling being constructed will be 75 Hitchin Road, Arlesey SG15 6RS

 AGREED to note the above postal address
