Minutes of a meeting of the PLANNING COMMITTEE, Arlesey Town Council held in the Village Hall, Arlesey on Tuesday 1 April 2008 following the Town Council meeting.
PRESENT: Cllrs: H Harper (Chairman) Ms C Marshall Mrs D Archer D Page I Dalgarno M Rainbow R Harris Mrs S Sarll Also present: Mrs E Hare (Clerk) 148 APOLOGIES Apologies for absence were received from Cllr D Beatham, Cllr J Caffrey Cllr N Daniels, Cllr Mrs Frost, Cllr C Howitt, Cllr D West and Cllr V Williams. 149 ELECTION OF CHAIRMAN FOR THIS MEETING The Chairman and Vice-Chairman had given apologies for this meeting and a proposal was needed for someone to chair the meeting It was proposed and seconded that Cllr Hugh Harper be elected as the Chairman for the meeting 150 MEMBERS’ INTERESTS Cllr I Dalgarno, as District Councillor, took no part in the voting on the planning applications agenda items 6 (a) and 6 (b) Cllr H Harper, as District Councillor, took no part in the voting on the planning applications agenda items 6 (a) and 6 (b) 151 PUBLIC PARTICIPATION There was no public participation 152 MINUTES OF THE PREVIOUS MEETING RESOLVED that the Minutes of the meeting of the Committee held on 18 March 2008 be confirmed and signed by the Chairman as a true record 153 MATTERS ARISING There were no matters arising from the previous meeting 154 PLANNING APPLICATIONS (a) 08/00357/FULL - Full: Change of use from disused filling station to hand car wash and valeting service (retrospective) - former Petrol Station at 35 Station Road, Arlesey Recommended: The Town Council would recommend approval of this proposal providing consideration is given to local residents, that due to the nature of the business there could be considerable noise disturbance to them and that Planning Officers should consult with the Noise Abatement Officer to get the balance right on noise level. Also for this reason the Sunday hours of trading should be reduced to 10am to 4pm. (b) 08/00331/OUT – Outline: Erection of workshop (All matters reserved except Access, Appearance, Layout and scale) – Land at Arlesey Business Park, Mill Lane, Arlesey Recommended: to approve the proposal but because of the nature of the business the Town Council also recommends that Highways are consulted and their approval sought, as there are concerns that there would not be suitable access for large vehicles. 155 DECISIONS (a) BC/CM/2008/1 – Proposal: Variation of condition 5 of Planning Permission 3/2006 for an extension of time until 31 March 2009 for construction of a screening bund and associated landscaping in connection with the power station – Arlesey Landfill Site, Mill Lane, Arlesey - DETERMINED AGREED to note the above decision 156 MID BEDS DISTRICT COUNCIL – LDF – SITE ALLOCATIONS – DPD ISSUES AND OPTIONS Cllr Hugh Harper reported to the meeting the Town Council’s comments on the proposed site allocations should be with the LDF Team by 4 April 2008. He went on to say that there had been a good response to the consultation from other towns and parishes on the Mid Beds District Council website. Visits to the MBDC website from Arlesey during February and March totalled 346. Up to the 25 March 2008 MBDC had received 29 completed surveys from Arlesey residents. He reported there was a good response from residents to the Exhibition held on Wednesday 19 March 2008 in the Village Hall, although a few had strong objections in general most people understood the Town Council’s proposed site allocations for future development and the relief road. Members considered all the proposed sites to form their comments to send to the LDF Team at Mid Beds District Council. CHAIRMAN
