It was proposed and seconded that Cllr Hugh Harper be elected as the Chairman for the meeting. 159 MEMBERS INTERESTS Planning Application 6 (d) 08/00511/FULL Full: Change of use of agricultural buildings to B8 storage with ancillary offices, use of hard standing for outside storage of plant and machinery Agricultural Buildings at Etonbury Farm, Stotfold Road, Arlesey - a disclosure of personal and prejudicial interest was received by Cllr D Beatham Cllr I Dalgarno, as District Councillor, took no part in the voting on the planning applications agenda items 6 (a) and 6 (h) Cllr H Harper, as District Councillor, took no part in the voting on the planning applications agenda items 6 (a) and 6 (h) 160 PUBLIC PARTICIPATION There was no public participation 161 MINUTES OF THE PREVIOUS MEETING RESOLVEDthat the Minutes of the meeting of the Committee held on 1 April 2008 be confirmed and signed by the Chairman as a true record 162 MATTERS ARISING There were no matters arising from the previous meeting 163 PLANNING APPLICATIONS (a) Revised site plan position of access has changed 08/00289/FULL Full: single storey front and rear extensions. New driveway and parking area 23 Hillary Rise, Arlesey, SG15 6TL Recommended: to approve the amendment subject to neighbours being consulted and their comments being taken into consideration, otherwise no objections from the Town Council (b) 08/00494/FULL - Full: Single storey rear extension following demolition of existing conservatory 135 High Street, Arlesey SG15 6SX Recommended: to approve subject to neighbours comments being taken into consideration otherwise no objections from the Town Council (c) 08/00449/FULL Full: Single storey front extension and part single storey part two storey rear extension 106 High Street, Arlesey SG15 6SN Recommended: to refuse the proposal as the Town Council feels the proposed extension will be overbearing on neighbouring properties Cllr D Beatham left the room whilst the following application was discussed (d) 08/00511/FULL Full: Change of use of agricultural buildings to B8 storage with ancillary offices, use of hard standing for outside storage of plant and machinery Agricultural Buildings at Etonbury Farm, Stotfold Road, Arlesey Recommended: To approve the proposal but the Town Council emphasises that should this be approved all HGVs when leaving the site, should be prohibited from turning right onto the A507 and turn left only. (e) 08/00515/FULL Full: erection of 4 garages to serve the four units in the isolation hospital Garages at the Isolation Hospital, Fairfield Hospital, Hitchin Road, Stotfold Recommended: to note this proposal and the amendment 052-05-1010A (f) 08/00503/FULL Full: Proposed new grain store and farm access Land to the side of Wilbury Farm, Hitchin Road, Arlesey Recommended: to approve, no objections from the Town Council (g) 08/00547/FULL Full: Change of use from residential garage to office use (Retrospective) 9 London Row, Arlesey SG15 6RX Recommended: to approve this proposal. The Town Council fully supports this application as it brings employment into the town and it does not appear to disturb other nearby residents. Subject to any comments from neighbours being taken into consideration there are no objections from the Town Council (h) 08/00551/FULL Full: Rear single storey extension 62 Church Lane, Arlesey SG15 6UX Recommended: to approve, no objections from the Town Council 164 CORRESPONDENCE (a) Campaign to Protect Rural England (CPRE) - Email dated 2 April 2008 from CPRE offering training on the Planning System led by consultant Michael Brooks. Training days have been requested by a few Parish Councils especially on the emerging Local Development Framework. Before applying for the necessary funding they need to find out how many Parish Councils would be interested in sending representatives. Members AGREED that September or October were suitable months for a training day and an early weekday such as a Monday or Tuesday would be preferable (b) Mid Beds District Council Letter from Gary Alderson, Director of Environmental and Planning Services to the Town Council on the 1APP The Standard Application Form - Validation Requirements Consultation. Prior to the meeting Members were given a copy of the letter to give them the opportunity to view the local validation requirement on the MBDC website and were reminded the consultation period is from 4 April to 16 May 2008. AGREED to note this information on the Standard Planning Application Form 165 LDF GYPSY AND TRAVELLERS SITES CONSULTATION SECOND ISSUES AND OPTIONS Cllr Hugh Harper reported all comments to the consultation have now been logged and summarised. In summarising the comments from the consultation MBDC had to deal with letters, which from their point of view contained racist comments. Those replies making some planning related comments and some discriminatory comments had received a reply saying that some comments would be accepted but the remainder could not be accepted. Respondents of racist comments were being given the opportunity to write in again. These will be accepted if received by 23 April 2008. The Draft Policy H4 Provision of Gypsy and Traveller Caravans is to contribute to housing provision in the East of England as a whole. In contributing to this provision the Mid Bedfordshire regional provision will be distributed as follows: authorised pitches in 2006 were at 39, additional pitches required from 2006-2011 to be 25 and the proposed number of pitches by 2011 to be 64. Also proposed by EERA is an annual 3% rate of increase in pitches beyond 2011. Cllr Harper read out the results from the Gypsy and Traveller sites consultation; Land North of West Drive site support was 1% No comments 34% and objections 65%. He said there was a Task Force Tour of all the sites on 1 May 2008. Commenting on the LDF development sites allocations he said Arlesey had the lowest response to the consultation and felt the proposals put forward to residents at the public meeting for the future development in the town, had been understood.
