FROM THE CHAIRMAN OF ARLESEY TOWN COUNCIL Welcome to the winter edition of the Arlesey Town Council newsletter. May I take this opportunity to wish you all a very Happy New Year. Central Bedfordshire Council has now identified the sites for future development to go forward into the Local Development Framework (LDF). The proposals put forward by the Town Council for future development sites in Arlesey, have now been identified for the LDF. The proposals were for up to 1,000 new homes, a Town Centre, supermarket, additional shops, doctor’s surgery, new school and a relief road. A Master plan is presently being worked on which will detail and layout all the areas being proposed for Arlesey. Central Bedfordshire Council will consider at its meeting on 7 January, the fully worked up version of the Site Allocations Development Plan Document (DPD), as part of the work on the Local Development Framework for the northern part of Central Bedfordshire. Following this meeting a public consultation will take place from late January/early February and will run for 6 weeks. After comments from the consultation have been considered, the document, and any proposed changes will be submitted to Government. An independent Planning Inspector will be appointed to conduct a Public Examination into the document and the Inspector’s report is expected in November 2010. On the challenge of how to ensure that housing growth is sustainable and does not negatively impact on the environment. The Town Council has addressed this by putting proposals forward through the Green Infrastructure Plan (GIP). The Town Council, other groups and organisations have looked at ways of developing and enhancing the network of green space and routes that are essential for the quality of life as well as the environmental issues for Arlesey. If you have any queries concerning this process I hold a surgery every 3rd Tuesday of the month in the Village Hall from 5pm to 6.30pm. You can also contact me at other times to arrange a meeting by telephone or email. The Gypsy and Traveller sites are now under consideration. Two sites were proposed for Arlesey namely West Drive and the rear of 197 Hitchin Road. The Town Council have ensured that the West Drive proposal has now been withdrawn. We have however agreed to support Hitchin Road that already has permission for 4 pitches with the condition that this site does not increase in size. The full public consultation is due to start on 25 January for 6 weeks. The Alcohol Free Zone for Arlesey is now making progress. Two of the areas that have had further consultations have been the Railway Station and Blue Lagoon and it has been agreed these areas are included. A further public consultation will now take place. Two new units have been installed in the children’s play area. We have reviewed other recreational facilities and another ramp is being considered for the skate park. Youth shelter and fitness equipment for older youths is also under consideration. This year’s FAMILY FUN DAY on 18 July was another success for us and my thanks to everyone who attended. We hope you all enjoyed the day and we look forward to seeing you all again next July. The day raised £703.10 for the Mayor’s Charity which was donated to Keech Hospice Care. Again my thanks to our staff Elsie, Lesley and Heidi for their hard work in running the office, also Heather and Karen in the Resource Centre. Its decisions are the responsibility of the whole body. The council has been granted powers by Parliament including the important authority to raise money through taxation and a range of powers to spend public money. As a lower elected tier of local government, a parish council has the legal power to take action, but carries out fewer duties and has greater freedom to choose what action to take. Your parish council plays a vital part in representing the interests of the community and improve the quality of life and the local environment. Other local government bodies are known as principle authorities and have a legal duty to deliver services such as education, planning, environmental health and social services. ARLESEY TOWN COUNCIL consists of 15 councillors who carry out their duties on a voluntary basis. Councillors are held accountable for things that happen locally. A councillor’s task is to bring local issues to the attention of the council, and help it make decisions on behalf of the community. The aim is to provide an effective and efficient service to the community. The Town Council operates under a strict Code of Conduct and on election must work within this code. A councillor cannot act as a councillor until they have signed a formal declaration of acceptance of office. The leader of the Town Council is the Chairman who is responsible for chairing Town Council meetings and has a duty to ensure that all decisions are lawful. On various occasions the Chairman acts as Mayor for the Town Council such as attendances at civic events. The majority of Town Council business is undertaken through its various committees. The work of the committees involves making decisions and recommendations for approval at Town Council meetings. Town Council meetings are held on the first Tuesday in the month at 7pm in Arlesey Village Hall. Committee meetings are held on the third Tuesday of every month. Planning Committee meetings are held on the first and third Tuesday of every month. There are no meetings held in August and no committee meetings in December. Residents are invited to attend all meetings. Agendas are posted on the notice boards three clear days before a meeting. The Town Council encourages public participation. If members of the public wish to express their views or ask a question before or during a meeting there is a 15 minute period allowed for public participation on each agenda. TOWN PLAN UPDATE We have completed our action plan-monitoring table and this has been forwarded to Central Bedfordshire Council and hope this will aid officers in providing an increased level of support. It is very interesting to see the progress being made. One project that we have recently completed is the removal of the fencing running up Chase Hill. This autumn we have set Daffodil bulbs along this stretch and also planned for the spring is to set wildflower seeds. This will enhance this area along the footway. Chairman Hugh Harper. Courses and Activities at the Centre. Story Time and Crafts This is every Friday morning during school term time between 10.15am – 11.15am for under 5’s and their carers. A small charge is made to cover refreshments and craft materials. Booking is not necessary. NCT (National Childbirth Trust) Antenatal Courses NCT antenatal classes help prepare parents for labour, birth and early parenting. The groups are small and informal and are a great opportunity to get to know other parents who are expecting babies! Next course will be at Arlesey Resource Centre in January and February for babies due in March/April. I would like to take this opportunity to give you an update of what has been happening in your community since January 2009. The recorded crime figures for the whole of the Arlesey Safer Neighbourhood Team area (which includes the parishes of Henlow, Langford and Southill) from January to October are as follows: Burglary – 102, an average of 10 offences per month. Robbery – 3, an average of 0.3 offences per month. Vehicle crime – 60, an average of 6 offences per month. Violent crime – 41, an average of 4 crimes per month. Total Crime – 344, an average of 34 offences per month. Anti-Social Behaviour – 389, an average of 39 incidents per month. (N.B. If you wish to find out more about these figures and how they are calculated please visit “crime maps” within the Safer Neighbourhoods pages at the Bedfordshire Police Website) As you can see Burglary is by far the highest area of recorded crime. I would urge anyone who witnesses an offence or anything they believe to be suspicious, to either contact Bedfordshire Police on 999 for emergencies only or on the general enquiries number (01234) 841212. Please also feel free to contact your Safer Neighbourhood Team on (01234) 842513 or by e-mail at SNT.Arlesey@Bedfordshire.PNN.Police.UK Since the start of the year your Safer Neighbourhood Team has been working closely with the Arlesey Community Safety Group, The Town Council and Neighbourhood Watch Co-ordinators, in an attempt to address your Community Priorities. Members of these groups have attended Speed Reduction Events as well as Mobile Police Surgeries and are working towards solutions for Anti-Social Behaviour in the Church End area of Arlesey. As a community you had stated that you had concerns over vehicles travelling at excess speed along Hitchin Road and Stotfold Road. As a result of this I requested the assistance of my colleagues in the Casualty Reduction Team who completed traffic speed surveys on both roads. Bedfordshire Police policy is that regular enforcement will not be required on roads where there are less than 10% of vehicles travelling at excess speed. The surveys are completed for a week and record data for 24 hours every day. The results for Arlesey showed that only 3% of vehicles were travelling at excess speed along Hitchin Road and 7% of vehicles were travelling at excess speed along Stotfold Road. These figures show that the vast majority of vehicles are travelling well within the speed limits of the town. Finally on a crime prevention note, the Christmas period is now well upon us, and I would like to take this opportunity to remind people not to leave their shopping on show in their vehicles. Thieves will actively target shopping centre car parks waiting for the opportunity to break into your vehicle and steal your presents. I urge you all to take extra vigilance at your homes as well. Ensure your doors and windows are closed and locked when you are away from your home and that your lovingly wrapped presents nestling under trees aren’t on show for any would be burglar to see. BOGUS CALLERS, NO COLD CALLING ZONES Arlesey is a no cold calling zone, a designated area where the resident community has declared they no longer wish to accept traders calling at their homes without an appointment. Trading Standards has designated the whole of Bedfordshire a NO COLD CALLING AREA, and incidents of cold calling can be reported directly to Trading Standards. The legal position is there is no law preventing cold calling. However, if any contract for goods or services that arises from a visit to your home is more than £35 then the trader is generally obliged to give the householder a cancellation notice, allowing a 7-day cooling off period. If the trader fails to do so he/she commits a criminal offence for which Trading Standards may be able to take enforcement action. Most of us at one time or another would have received telephone calls, electronic mails or visits to our home which have been unsolicited. For the most part these unsolicited communications are from businesses, charitable institutions or other organisations who want us to do business with them or to engage in a service or sponsorship they have to offer. However there are those members of society who use this tradition of British business as a means to try and gain an insight into our personal lives and where possible gain access to personal information which would normally be hidden from them. Once known as 'Door to Door Selling' this is now a practice that is frowned upon. If you have been on the receiving end of such door step cold calling then you will be aware of how distressing it can be especially if you live alone or are of a vulnerable disposition. If possible, your best course of action is not to open the door. If the individual leaves any literature then you should contact the organisation on whose behalf the caller is acting and request that they stop. If they continue with the practice it is recommended that you contact Trading Standards and make a formal complaint. The NO COLD CALLING SCHEME is designed to notify traders that they are likely to be challenged or turned away and to remind householders that they can say no. If you need to contact Trading Standards telephone 01234 228897 ARLESEY NEIGHBOURHOOD WATCH The aim of Neighbourhood Watch is to enable the local community of Arlesey to work in partnership with your Safer Neighbourhood Team (SNT) in order to make our neighbourhood a safer place to live. The area Coordinator's role is to manage the scheme in his or her local area and make sure it is as effective as possible. Monthly meetings are held to keep up to date with local problems and this assists the Coordinator in making the scheme a success. Your coordinators attend regular meetings with Arlesey Community Safety Group and SNT officer PC Steve Holbrook. The Coordinator has many responsibilities which are to maintain the interest of scheme members, recruit new members to the scheme, keep members informed about local crime, promote local crime reduction initiatives, pass information to the local Safer Neighbourhood Team (SNT), liaise with other Coordinators especially those in adjoining areas, promote a partnership approach to crime reduction and form links with local organisations. These responsibilities mean that the Coordinator might be involved in distributing crime reduction material, keeping members informed of local events, monitoring crime in the local area, organising public meetings and welcoming new residents to the area to the scheme. The position of a Coordinator is a voluntary one that can be held by any member of the community. The Coordinator needs to be willing to put aside some time each month to carry out Neighbourhood Watch business. We have a very varied programme, enjoying speakers from all walks of life, demonstrations of crafts and making visits to local places of interest. Our social events are always popular. We also join with other local WIs twice yearly for group meetings and, together with the Bedfordshire Federation meet in Bedford or Dunstable; we have lots of opportunities to hear many interesting speakers. The Historical Archive Group was set up by the Town Council’s Public Relations Committee. The archive material is managed from the Town Council Office and at the present time this is being categorised by the group. If you are interested in becoming involved or in donating archive material please contact Mrs Lesley Rowe at the Town Council Office. The Group are always on the look out for old photographs of Arlesey, if you have any you think they may be interested in and you are willing to lend them to the group they would scan them and return them to you within days. VIVACE Vivace is the local choir for Mid Beds and North Herts which brings together people of all abilities who love singing. It helps if you can read a little music but there are no auditions, just come along and give us a try, we’re a friendly group of people. Vivace is proud and privileged to be supported by our accompanist Kate Elmitt who has been teaching and making music for many years and much sought after music director John Andrews whose reputation as a conductor has been increasing recently through tours with companies such as English Touring Opera. Their combined musical knowledge and sense of fun makes learning new pieces a real pleasure. We meet in Arlesey on Wednesday evenings during term time and give a minimum of three concerts a year in venues around the area including an annual visit to the Hitchin Festival. ASHRA Over 50’s please note ASHRA (Arlesey Sheltered Housing Residents Association) needs new members, with enthusiasm and new ideas. We are also in need of committee members, especially a secretary. We are based at Gothic House Communal Centre in Gothic Way. We do have a limited amount of ‘equipment’ and use of the hall at all times. Currently Tuesday and Thursday afternoon BINGO is played where tea biscuits and a chat are part of the occasion. Please join us; you may like what you see! We offer a warm friendly environment and quality childcare by qualified staff for children from 2-5 years. We are ofsted registered and fully insured. ARLESEY NURSERY SCHOOL AND CHILDCARE CENTRE The Nursery is situated in the centre of the village and offers Nursery education for children from their 3rd birthday until the age of 5 years. It offers Childcare facilities for children from 3 to 9 years. During term time the Nursery is open from 9am – 3.30pm and the childcare is open from 8am to 6pm. The Holiday Club runs during most school holidays from 8am – 5.30pm. The Holiday Club is open to children aged 3 to 11 years old. Nursery is free and Childcare and Holiday Club costs £3.10 per hour. The Nursery has a very large, well resourced classroom area and large garden and playground. Childcare has its own room and also uses the garden, playground and classrooms. Children have 2½ hours free education every day in the Nursery until the term before they start school when they have 4½ days. The curriculum is planned according to the National Early Years Foundation Stage, i.e. planned daily activities and work with a staff member based on a child’s individual stage development. Children are closely monitored and records of their progress towards Early Learning Goals are kept. These records are available for children and parents to see at any time. The Nursery has 3 teachers and 3 Nursery Nurses. All staff work with all the children but we are a key worker system that ensures close, personal support for each child. We also have trainee teachers, NVQ 2 and 3 students and other childcare students throughout the term. Arlesey Parent and Toddler Group Registered charity 1030304 We meet during term time, every Tuesday and Thursday in the village hall between 9.00 and 11.30am.
