Minutes of the meeting of Arlesey Town Council’s PLANNING COMMITTEE, held in the Village Hall, Arlesey on Tuesday 16 February 2010.

427 APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllrs D Beatham, I Dalgarno, N Daniels, D Page and M Rainbow. 

428 MEMBERS’ INTERESTS

Planning Application Agenda item 6 (a) - CB/10/00271/FULL – Full: Extension to  front dormer – 15 Chase Close, Arlesey SG15 6UT – Cllrs Mrs C Harris and R Harris declared a personal interest as they know the applicant.  Both Cllrs Mrs C Harris and R Harris took no part in the voting on this planning application.

No other declarations of personal or prejudicial interests were received.

430 MINUTES OF THE PREVIOUS MEETING

Members received a copy of the minutes of the Planning Committee meeting held on 2 February 2010

RESOLVED 

that the Minutes of the meeting of the Planning Committee held on the 2 February be confirmed and signed by the Chairman as a true record.           

431 MATTERS ARISING

There were no matters arising from the previous meeting.

432 PLANNING APPLICATIONS

(a) CB/10/00271/FULL – Full: Extension to front dormer – 15 Chase Close, Arlesey SG15 6UT

Recommended: to approve this proposal subject to neighbours’ comments being taken into consideration, otherwise no objections from the Town Council

(b) CB/10/00325/FULL – Full: First floor side extension with dormer windows to front – 27 Chase Close, Arlesey SG15 6UU

Recommended: to approve this proposal subject to neighbours’ comments being taken into consideration, otherwise no objections from the Town Council

(c) CB/10/00386/FULL – Full: Erection of detached dwelling with parking area – Land to the rear of 175 High Street, Arlesey

Recommended: to approve this proposal subject to neighbours’ comments being taken into consideration, otherwise no objections from the Town Council 

433 PLANNING APPLICATIONS DETERMINED

(a) CB/09/05639/FULL – Full: Change of use to A1 and link to Hairdressers in adjoining building – 17 High Street, Arlesey SG15 6RA – PLANNING PERMISSION GRANTED

(b) CB/09/05858/FULL – Full: Erection of cattery building with access and parking – Fountain Cottage, Hitchin Road, Arlesey SG15 6SE –    PLANNING PERMISSION GRANTED

(c) CB/09/05827/FULL – Full: First floor side extension and alterations to second floor windows – 26 The Hermitage, Arlesey SG15 6XE – PLANNING PERMISSION REFUSED

(d) CB/09/05914/FULL – Full: Change of use of land to use as residential caravan site for four gypsy families with a total of 8 caravans, erection of 2 amenity blocks and landscaping – Land rear of 197 Hitchin Road, Arlesey SG15 6SE – PLANNING PERMISSION GRANTED

(e) CB/09/05453/FULL – Full: Erection of ten dwellings (following demolition of existing light industrial buildings). (Revision to Planning Permission dated 6 November 2007 ref: 06/01066/FULL).  – Land to the rear of 156 High Street, Arlesey – WITHDRAWN

RESOLVED

to note the details of the determined planning applications 433 (a) to (e)

434 LOCAL DEVELOPMENT FRAMEWORK – SITE ALLOCATIONS DPD

Prior to the meeting Members received a copy of a letter regarding the Site Allocations Development Plan Document which was published for a 6 weeks consultation from 25 January 2010. 

Cllr Harper put forward a proposal as a response to the consultation in support of Site Reference H293/E12a and said the deadline for return of any comments should be received by 5pm on Monday 8 March 2010.

RESOLVED 

to take the proposal in response to the consultation for approval to the next Town Council meeting 

Cllr Harper concluded with a further update to the LDF on the potential Gypsy and Traveller Sites.  Due to the loss of one site option the Sustainable Communities Overview and Scrutiny Committee will be considering an amended list on 23 February 2010.  He added that he has already booked to attend the meeting on 23 February, and will speak on behalf of the Town Council to convey that Council would not agree to any additional pitches to the Hitchin Road site.   Council has already agreed to the proposed 4 pitches at this site providing no further pitches are added.
