Minutes of a meeting of the ENVIRONMENTAL COMMITTEE, Arlesey Town Council held in the Village Hall, Arlesey on Tuesday 19 July 2011. PRESENT: Cllrs: R Harris (Chairman) Mrs C Harris Mrs L Bowskill D West Mrs H Frost A White H Harper Also present: Mrs E Hare (Clerk), Cllr Mrs D Archer, Cllr C Howitt, and one member of the public. 13 APOLOGIES FOR ABSENCE Apologies for absence were received from Cllr I Dalgarno, Cllr Daniels and Cllr M Rainbow. 14 MEMBERS’ INTERESTS No declarations of personal or prejudicial interest were received. 15 PUBLIC PARTICIPATION There was no public participation. 16 MINUTES OF THE PREVIOUS MEETING Prior to the meeting Members received a copy of the minutes of the Environmental Committee meeting held on the 21 June 2011. RESOLVED that the Minutes of the meeting of the Committee held on 21 June 2011 be confirmed and signed by the Chairman as a true record. 17 MATTERS ARISING Minute number 9 – Signage for Landfill Site Pallet, the firm transporting the fill material, has proposed that the signage will no longer refer to “landfill” but only refer to Pallet. The Clerk reported that the request for the signs to the landfill site had been forwarded to the Highways Transportation Team. They give the authorisation for road signs to be erected. 18 CHILDREN’S PLAY AREA, BMX AND SKATE PARK The Clerk gave the following reports: Several reports had been received in the office that some young people were camping on the recreation ground near the Skate Park. It had also been reported that alcohol was being drunk at the recreation ground at the weekends. The grounds maintenance staff had reported they had found smashed bottles over the Skate Park ramps and tarmac surface from the weekends. There was no definite evidence to date but police have been made aware there may drugs being used at the recreation ground at weekends, as well. During the weekly routine play equipment inspections the grounds maintenance staff found Graffiti had been sprayed on the BMX ramps. They managed to remove it. Some of the wooden edging of the safer surfacing at the children’s play area is rotting and breaking up. When The Clerk attended the playground inspection seminar the RoSPA Inspector taking the course suggested that the wood is removed, make a shallow dip in its place then bring the wood chip safer surfacing to meet the shallow dip. By making this change the trip hazard is also removed. The grounds maintenance staff had reported to the office they are finding more rubbish than usual on the recreation ground, especially in and around the new meeting point. It was RESOLVED 1. to remove the wooden surrounds of the safer surfacing in the children’s play area 2. to obtain a quotation for a litter bin to be placed near the meeting point on the recreation ground 19 RoSPA ANNUAL INSPECTION The Chairman gave a report to the meeting from the RoSPA Play Area Safety Inspection Report – May 2011. He said most of the remedial work in the report could be carried out by our grounds maintenance staff. He added professional advice should be obtained regarding the worn links on the Burma Bridge and the 2 bay swings. It was RESOLVED 1. the remedial work in the report will be carried out by the grounds maintenance staff 2. to obtain professional advice regarding the worn links for the Burma Bridge and the 2 bay swings 20 VILLAGE SEATS MAINTENANCE PROGRAMME The Clerk reported she had discussed with the grounds maintenance staff the annual village seats maintenance programme. Although they hadn’t carried out a full inspection of all the village seats, they had already reported to her that some seats needed painting and the seat at House Lane should have the seat replaced as it is bowed. It was RESOLVED 1. to obtain a quotation for a new seat in House Lane opposite the War Memorial 2. Cllr Harper would look at the seat at Pix Green to assess the work to be carried out 3. the Clerk will have a full report at the next meeting 21 ACCOUNTS FOR PAYMENTS The following June/July accounts due for payment were presented to Members for approval.
