Minutes of a meeting of the PROPERTY COMMITTEE, Arlesey Town Council held in the Village Hall, Arlesey on Tuesday 20 September 2011. PRESENT: Cllrs: N Daniels (Chairman) D Page Mrs H Frost D West C Howitt A White Also present: Mrs L Rowe (Assistant Clerk) and 8 members of the public 25 APOLOGIES FOR ABSENCE An apology for absence was received from Cllr M Rainbow 26 CO-OPTION OF MEMBERS The Chairman reported that due to resignations of the previous committee members there are 6 committee member vacancies. It was proposed that Cllr Mrs H Frost and Cllr D Page be co-opted onto the Property Committee. It was RESOLVED that Cllr Mrs H Frost and Cllr D Page be co-opted onto the Property Committee for the remainder of the year. 27 ELECTION OF CHAIRMAN Cllr Daniels reported that due to the resignation of the previous chairman nominations were required for a chairman of the committee. Nominated: Cllr N Daniels Proposed: Cllr D West Seconded: Cllr C Howitt It was RESOLVED that Cllr Nick Daniels be elected Chairman of the Property Committee for the remainder of the year. 28 ELECTION OF VICE-CHAIRMAN The Chairman reported that due to the recent resignations nominations for vice-chairman of the committee were required. Nominated: Cllr C Howitt Proposed: Cllr Mrs H Frost Seconded: Cllr D Page It was RESOLVED that Cllr Chris Howitt be elected Vice-Chairman of the Property Committee for the remainder of the year. 29 MEMBERS’ INTEREST No declarations of personal or prejudicial 30 PUBLIC PARTICIPATION There was no public participation 31 MINUTES OF PREVIOUS MEETING Prior to the meeting Members received a copy of the minutes of the Property Committee meeting held on 19 July 2011. It was RESOLVED that the Minutes of the meeting of the Committee held on 19 July 2011 be confirmed and signed by the Chairman as a true record. 32 MATTERS ARISING There were no matters arising from the previous meeting. 33 VILLAGE HALL The Assistant Clerk reported that the new tables had arrived. She informed Members that the Clerk was meeting with a Central Bedfordshire Council officer to discuss the outstanding issues in the complex including the floor tiles, the baby changing unit and the refurbishment of the toilets and kitchen although their budget for the work had not been finalised. It was AGREED to note the Assistant Clerks report 34 CEMETERY The Chairman read out to Members the inspection report on cemetery grounds that had been carried out by the grounds maintenance staff. Three memorials were slightly loose, one was leaning back and one was sinking but none of them were dangerous. The benches and the railings need painting or varnishing, some brickwork where the birdbath is needs replacing, this would be done after the winter. The hedge in the Dove section would be cut in October but some of the other trees and shrubs were dying and the grounds maintenance staff reported that they may be diseased. Members were concerned about the poor state of the shrubs, the Chairman said that he would look at them and bring a report to the next meeting. It was AGREED to note the inspection report 35 ALLOTMENTS (a) Monthly inspection report The Chairman read out to Members the inspection report on the allotments that had been carried out by the grounds maintenance staff. One allotment was in a poor state and one had a large number of weeds, both allotment holders would be written to and asked to tidy their plots. The Chairman said that he would ask Mr Harper for the key to the tap which turns off the water as this would be needed to be done before the winter. It was AGREED to note the inspection report (b) To consider a quotation to prepare the ground at the new allotment site The Chairman read out to Members the quotation received to carry out the ground preparation work at the new allotment site in Stotfold Road. Members wanted more clarification from the contractor as to what exactly he would do to prepare the ground and they asked if it was possible to obtain a second quote. It was AGREED to obtain clarification from the contractor as to what exactly he would do to prepare the ground and to obtain a second quote (c) To consider a quotation to install pipe work at the new allotment site that needs to be completed before the water connection can be made by Anglian Water The Assistant Clerk informed Members that to date a quotation had not been received for the installation of the pipe work at the new allotment site. It was AGREED to note this information 36 MULTI USE GAMES AREA (MUGA) The Chairman gave a report on the MUGA, he said that the most urgent work that needed to be carried out was the repair to the roof tiles. He said that there is an outside tap at the back of the pavilion that needed to be boxed in. Inside the pavilion there is a lot of dampness and the plaster behind the entrance door needs to be repaired before any painting could be done. In the showers the water has got under the flooring and the tiles are brittle and broken away both on the floor and the walls and some of the shower taps are missing. In the toilet the water heater, washbasin and toilet all need replacing. Outside the fencing has been replaced and the goal posts that were purchased are in place.
